The Problem

"Which revision is current" shouldn't depend on the filename.

A structural consultancy works on other people's construction projects, not their own site — so it needs drawing revision control and formal audit reporting, not the site-progress logs a contractor needs. Generic file storage has no concept of a drawing revision, an approval status, or a structured inspection finding.

Drawing revisions are tracked by filename convention ("v2_final_FINAL.dwg"), not a real revision number.
Approval status lives in an email thread, not a structured record anyone can check later.
Site inspection findings and recommendations are written up separately from the project they belong to, easy to lose track of.

It moves to Submitted, then the client's architect raises a query — it moves to Revised, and a new revision R1 is submitted.
